Ther is no point in my repeating what Frank has added but he is
absolutely correct. It is possible to divert air from a lift fan for
thrust in a low speed craft.
As for "...is he for real".
Well several things he writes in the Ad ring warning bells for me.

From the description these plans are ultra simple.
They state

and yet the "Free plans" they offer on the same site are from the
popular science magazine of 1960.
My overall impression is that the plans are genuine but very simple,
supplied in Pdf format on full payment and possibly quite dated,
There are likely to be better plans than these available free on the
net. There are almost certainly going to be better plans available for
the same or less cost. (UH and Sevtec for example)
