In Illinois, it would be a problem.
Registration comes under the authority of the DNR, which means it's
registered as a boat. It's not homebuilt, so it needs a title.
One thing people around here evidently do is steal a boat, and then
register it as a homebuilt. They do spot inspections on homebuilt
boats. I drew the lucky straw, which for me wasn't a problem because
I obviously have a homebuilt hovercraft and obviously also have all
the leftovers from building it in my garage, and a set of plans, and
all that. You will obviously have a commercially manufactured
hovercraft.
One thing, if you have a bill of sale and can track it back to either
the person who has the title or some place where they will verify it
was sold as scrap at one point, they might issue another title. I
think this process varies from state to state. Another approach is to
figure out who has legal owner****p of the Hurricane brand, and maybe
track down the serial number from there.
I might be a bit naive in this, but maybe the best approach is to call
your state DNR and say you're restoring an old hovercraft which was
commercially made but has no title, and ask what the best approach is
to making everything legal.
