This came up once before here. The big clubs hate the YA bill most. One 
of the im****tant things YA gives us is a "union" voice - without that 
body we would not escape the state licensing and regulation bodies as 
lightly. I bet your club at least has to submit race programs to YA, 
unless it's so far out of the way there is no need. That gives us 
legitimacy to use waterways in large numbers, which would require some 
sort of representation. Just like the clubs, most YA work is voluntary, 
but money is still needed to run. YA is born of clubs, operated by 
members from the clubs. No club I know thinks it gets a "good deal" from 
YA, but most can see the necessity for it that's why it remains.
