 Possibly because they arent recognised by ISAF (I would guess). The best 
certificates to get are the pommy RYA ones. They are recognised world
wide.

 I think our course are somewhat easier than the pommy ones. When I was 
teaching Competant Crew and Inshore Skipper there was quite a difference
in 
the minimum requirements compared to the poms.
