chartering dicey waters

Here's a sticky one for you;

What do you think the consequences of sailing outside the licensed area
with 
a charter boat?  Ok, naturally if there are any problems, your stuffed. 
Any 
damage to the boat is entirely your responsibility with no recourse in the

legal system...

but if nothing goes wrong, do you think you're likely to get into any 
trouble over it?  likely to even get caught at all?  possible fines?
