Canadian Captian's License

In the US you need a USCG issued license for any commercial boat 
operation, generally speaking.

Is there something equivalent in Canada???  I know about and understand 
the RECREATIONAL boating license.  I'm wondering what the commercial 
licenses are?  There is apparently a MED 3 for medical training, but 
what about rules of the road and experience and that sort of thing?

Say, for example, I wanted to charter my boat to carry eight people out 
whale watching.  What kind of license would I need?
