Please put _all_ of your question in the body of the message - it is
confusing to have the message split between subject and body.  My
first thought when I read your message was "so why's he telling the
world?" - then I saw the actual question in the subject line.

Anyway, to answer your (hidden) question: yes, all operators of
vessels under 4 metres in length equipped with a motor need a PCOC.
