Two issues here. First of all, "Fl 10s" is a short flash every ten
seconds. No need to specify the length of the flash. So "Occ 10s" is a
short period of darkness, every ten seconds.

Different matter. No, it may not be easy to disinguish. But then, a
fla****ng light can also be a bugger to pick out. I think (... gropes
in memory ...) that Campbeltown Marina used to have one at the seaward
end which was tricky against the traffic on the main street.
